Haut Conseil des Collectivités Territoriales du Mali, actors involved in decentralization in Mali, including the Programme des Volontaires des Nations Unies d'Appui à la Décentralisation.
To bring the local authorities of Mali up to speed in information and communication technologies (ICTs), the Malian government and international development organizations, including the United Nations, have put forth an initiative called 'e-governance Mali'.
The project aims to help local authorities develop their ICT skills. Such skills are very useful in many ways: even in cities and towns, not all population registries are IT-based.
ICVolunteers participated in the organization of the working groups on decentralization and ICTs in Mali held in Bamako in April, July and September 2004.
